From Victorian Telegraph to Full-Fibre Network: Inside the World’s Oldest Telecom Company

In 1846, two men sat down to commercialise a technology that most of Britain had barely heard of. William Fothergill Cooke, an engineer, and John Lewis Ricardo, a businessman, founded the Electric Telegraph Company to bring electric telegraph communication to a paying public. The wires they strung across the country were primitive by any modern measure, yet they established a lineage that BT Group, one of the UK’s most recognisable corporations, claims as its own nearly two centuries later.
That claim requires some unpacking. BT does not survive intact from 1846 in any straightforward sense. Its history runs through mergers, state takeovers, reorganisations and privatisation — a family tree rather than a single unbroken institution. The Electric Telegraph Company merged with the International Telegraph Company in 1855 to form the Electric and International Telegraph Company, which was then absorbed by the General Post Office in 1870. Telephone infrastructure followed a similar trajectory: the National Telephone Company passed into Post Office hands in 1912, Post Office Telecommunications became British Telecom in 1980, and full privatisation followed in 1984 when the government sold a majority stake in the newly formed BT plc.
So much for a straight line.
A Victorian Market, and Parliament’s Doubts
The early British telecommunications landscape had the character one might expect of a disruptive technology landing inside Victorian capitalism. Private companies built competing networks, struck commercial arrangements with railway operators and fought for customers while Parliament puzzled over what to do with the wires proliferating across the country. The debate was not merely technical — it was ideological, touching on whether infrastructure of national importance should remain in private hands at all.
When Parliament debated nationalising the telegraph companies in 1868, MP George Goschen was sceptical, calling it “most absurd” to imagine the Post Office could manufacture a “hunger and thirst for telegrams” among rural customers who could simply post a letter for considerably less. Parliament proceeded regardless. Private telegraph systems were consolidated under state control, and the Electric and International Telegraph Company entered the Post Office network in 1870. The logic of centralised infrastructure had prevailed over the logic of market competition — a tension that would resurface more than a century later.
The Competitors Nipping at History’s Heels
BT is not alone in claiming an impressive historical pedigree. Sweden’s Telia traces its origins to a state telegraph agency established in 1853. Telecom Egypt points to its first telegraph line in 1854. Norway’s Telenor dates its founding to the Norwegian Telegraph Administration in 1855. France can reach further still, citing a state-run optical telegraph network operational from 1794 — though that predates electrical telegraphy entirely.
None of these comparisons are clean. Each history runs through government agencies, commercial restructurings and rebranding exercises, which makes crowning a single “world’s oldest” telecommunications company a considerably messier exercise than comparing foundation dates. What these lineages share is a common pattern: technology developed rapidly, states moved to control it, and commercial entities eventually emerged from that state apparatus.
What BT Actually Is Today
The telegraph machines are long gone, but moving information across Britain remains the core business. Modern BT Group operates several consumer-facing brands — BT itself, EE and Plusnet — alongside a substantial business services division. Its most structurally significant asset, however, is Openreach, the infrastructure subsidiary responsible for maintaining and expanding the UK’s principal fixed telecommunications network.
Openreach is, in spirit if not in technology, the closest thing BT has to that original telegraph business. It maintains the copper wires and fibre cables connecting homes and businesses across the country, then provides wholesale access to hundreds of communications providers that sell broadband and phone services directly to end users. Following reforms proposed by Ofcom, Openreach has operated with its own board, management, employees and strategy since being made legally separate from BT Group — though Ofcom stopped short of requiring a full ownership split, leaving BT Group in control of the asset.
As of 30 June, Openreach’s full-fibre footprint covered 23.4 million premises, with 9.4 million actively connected. That is a network of considerable scale, though the gap between premises passed and premises connected points to the commercial challenge that remains: infrastructure build-out and customer adoption do not move at the same pace.
Mobile, Convergence and the Road Ahead
Mobile is the other major dimension of what BT has become. The group completed its acquisition of EE in 2016, gaining control of what was then the UK’s largest mobile network. EE’s 5G+ network now reaches 77 percent of the UK population. In 2026, BT also relaunched BT Mobile as an offering for its broadband customers, a move that reflects the broader industry logic of convergence — the bundling of fixed and mobile services under a single provider relationship.
The institutional architecture BT operates within today — regulated infrastructure, separated wholesale access, converged retail brands — reflects decades of policy decisions about how to structure a privatised network monopoly. Ofcom’s insistence on Openreach’s operational separation without full divestiture is a characteristically British regulatory compromise: preserving the efficiency of a single national network while attempting to introduce competitive discipline at the retail layer.
William Cooke, sitting in 1846 with his telegraph patents and his business partner, would recognise almost nothing of the organisation his company eventually became. The cables, though — the physical fact of wires connecting distant points so that information can travel faster than any human messenger — those he might find reassuringly familiar. The problem BT was founded to solve has not changed. Only the physics has.
