The Q2 2026 data, released by the Ministry of Manpower on 21 July, complicates that picture without overturning it. The central thesis here is straightforward: the current retrenchment cycle is not a temporary blip but an early structural signal, concentrated in outward-oriented, knowledge-intensive sectors and falling disproportionately on mid-career and older resident workers — precisely the cohort least served by Singapore’s existing reskilling architecture.

Retrenchments reached 4,620 in the April-to-June quarter, the highest count since Q4 2020, pushing the incidence rate to 2.0 per 1,000 employees from 1.6 in Q1. That figure sits above the non-recessionary norm of 1.7 — the quarterly average recorded between 2014 and 2019 — though it remains below recession-era peaks. MOM’s director of manpower research and statistics, Ang Boon Heng, was careful to note the absence of forward indicators suggesting a sustained deterioration: the number of workers placed on short work-weeks and temporary layoffs, a leading proxy for future retrenchments, actually fell to 700 in Q2. Still, two consecutive quarters of rising retrenchments, his own words, warrant monitoring.

Where the Pressure Is Concentrated

The sectoral pattern is telling. Manufacturing, information and communications, and financial services — all outward-facing, all sensitive to global demand conditions and technology-driven reorganisation — drove the retrenchment increase. These are not low-wage sectors being automated out of existence. They are the sectors that Singapore has spent decades cultivating as engines of high-value employment, and they are now the sites of the most visible workforce contraction.

Job vacancies fell to 68,600 in June from 73,300 in March, with the decline concentrated in PMET roles — professional, manager, executive and technician — in financial services and information and communications. This is significant because PMET vacancies represent not just volume but quality of opportunity. The vacancy-to-unemployed ratio remains above one, at 1.48 vacancies per unemployed person, which MOM cites as evidence of a relatively tight market. But that aggregate ratio obscures the mismatch: vacancies and displaced workers are not evenly distributed across skills, age bands, or sectors.

The six-month re-entry rate — the share of retrenched workers who find employment within half a year — fell sharply to 54.9 per cent from 60.7 per cent the previous quarter. The 12-month rate held at 69.8 per cent, suggesting that most workers do eventually find their footing, but the transition is lengthening. Acting Manpower Minister Jasmin Lau acknowledged as much: “Some workers are finding the transition into their next role taking slightly longer.”

The Older Worker Problem Is Structural, Not Incidental

The data on workers aged 50 and above demands particular attention, because it exposes a structural vulnerability that aggregate figures routinely obscure. Workers in their 50s recorded the highest retrenchment incidence of any age group, at 3.6 per 1,000 resident employees. Their unemployment rate rose to 3.1 per cent in June from 2.9 per cent in March; long-term unemployment — defined as six months or more out of work — edged up to 1.2 per cent. For those aged 60 and above, the unemployment rate moved from 1.8 to 2.2 per cent.

MOM’s own language here is unusually candid: the high retrenchment incidence among residents in their 50s, “coupled with their higher long-term unemployment rate, suggests they are at greater risk of involuntary displacement and may face greater job search challenges.” That is not the language of a ministry confident that existing programmes are adequate to the scale of the problem.

The prescribed remedy — career conversion programmes and skills upgrading — is structurally sound in principle. The government’s model, as illustrated by Acting Minister Lau’s visit to cybersecurity firm Acronis, pairs training with actual employer demand: workers train for roles companies have confirmed they need, building on existing competencies rather than acquiring generic credentials in a vacuum. Acronis has supported over 50 employees through such programmes since 2024, developing skills in cybersecurity, software development and artificial intelligence. That is a coherent approach. The question is one of scale and speed relative to the displacement rate.

Business Sentiment: Cautious, Not Alarmed

Employer surveys offer a mixed but not alarming forward picture. The share of firms intending to hire in the next three months rose to 48.7 per cent in July from 43.9 per cent in June — an improvement, though both figures remain below February levels. The proportion of firms planning wage increases eased slightly to 27.9 per cent from 29.3 per cent. Resident employment growth slowed to 2,200 in Q2 from 5,400 in Q1, while overall employment grew by 11,400, with non-resident growth driven by work permit holders in construction and manufacturing.

That divergence — stronger non-resident employment growth at a time of rising resident retrenchments and a slowing six-month re-entry rate — is not inherently contradictory, but it will attract political scrutiny. The government’s standard response is that work permit holders fill roles that residents do not compete for. The data does not directly challenge that claim, but it does raise the question of whether the labour market’s apparent tightness is distributed in a way that benefits the resident workforce most exposed to displacement.

What the Numbers Actually Imply

Singapore’s labour market is not in crisis. Unemployment at 1.9 per cent overall and 3 per cent for citizens remains low by any international comparison. The vacancy-to-unemployed ratio, while declining, still favours workers in aggregate. Long-term unemployment, though rising, remains contained.

But the Q2 figures reveal a market under selective pressure — in the sectors that matter most to Singapore’s economic identity, among the workers who have the least time to absorb prolonged displacement, and in a global environment where technology-driven reorganisation is unlikely to slow. The structural challenge is not whether retrenchments will reach recession levels; it is whether the institutions designed to manage labour market transitions can operate at the pace and precision that the current pattern demands. That is the question the next two quarters will begin to answer.

A Labour Market Showing Its Fault Lines Singapore’s labour market has long been presented as a model of managed resilience — low unemployment, tight vacancy ratios, calibrated foreign workforce inflows.
