Eddie Teo’s public service record spans a different but equally consequential institutional terrain. He entered the Security and Intelligence Division of the Ministry of Defence in 1970, became its director in 1979, and held that post until 1994, concurrently serving as director of the Internal Security Department in the Ministry of Home Affairs from 1982 to 1986. Over thirty-five years in the Administrative Service before his 2005 retirement, he occupied roles that sat at the intersection of national security, intelligence and civil governance \u2014 domains where institutional discretion and long-term thinking are not optional attributes but structural requirements.<\/p>\n<\/p>\n
His subsequent career as a public servant in advisory and oversight roles extended that record considerably. He served as Singapore’s High Commissioner to Australia from 2006 to 2008, chaired the Public Service Commission across two terms from August 2008 to July 2018, and most recently led the Council of Presidential Advisers from 2019 until June 1, 2026 \u2014 a body whose constitutional function is to advise the President on the exercise of discretionary powers, including the safeguarding of past reserves. Teo described his role during the COVID-19 pandemic, when Singapore made its largest-ever draw from past reserves, as the most memorable chapter of his CPA tenure.<\/p>\n<\/p>\n
Responding to the award, Teo framed his fifty-six years of public service with characteristic understatement, describing the recognition as a great privilege while pointing to his first two decades as the career’s high point. He credited founding Prime Minister Lee Kuan Yew, former Deputy Prime Minister Goh Keng Swee, and the late President S R Nathan as formative influences, and expressed measured optimism about the Singapore public service’s future \u2014 grounding that optimism not in sentiment but in the institutional values of integrity, meritocracy, incorruptibility and excellence that he argued continue to govern recruitment and promotion within the service. Five individuals were conferred the Distinguished Service Order \u2014 the Darjah Utama Bakti Cemerlang \u2014 in this year’s awards. Land Transport Authority Board chairman Alan Chan, who led Singapore Press Holdings as CEO from 2003 to 2017 before assuming the LTA chairmanship in 2016, received the decoration alongside former Civil Aviation Authority of Singapore Board chairman Edmund Cheng, who served the CAAS for more than nine years and previously chaired both SATS and the Singapore Tourism Board. The remaining three recipients are ceramist and Cultural Medallion laureate Dr Iskandar Jalil, whose work as a potter and educator earned him an honorary doctorate from Nanyang Technological University in 2016; Ustaz Mohamad Hasbi Bin Hassan, co-founder and co-chairman of the Religious Rehabilitation Group and president of PERGAS since 2003; and Bob Tan, former chairman of the Sentosa Development Corporation and current chairman of the boards of SBS Transit, SBS Transit Rail and Jurong Engineering.<\/p>\n<\/p>\n
