A 23-year-old construction worker died on Monday morning after a formwork structure collapsed from the fifth storey of a building under construction at Jurong Port’s Integrated Construction and Prefabrication Hub along Jurong Port Road.<\/p>\n<\/p>\n
The Singapore Civil Defence Force (SCDF) received the call for assistance at 9.50am. Rescuers found the worker trapped in the driver’s seat of a lorry onto which the structure had fallen. Using hydraulic rescue equipment and assisted by site employees, they removed the debris \u2014 but an SCDF paramedic pronounced the worker dead at the scene.<\/p>\n<\/p>\n
The Ministry of Manpower (MOM) confirmed the formwork structure fell while it was being repositioned, a detail that shifts the incident from passive structural failure toward an active operational hazard. The worker was employed by Keehans. The site’s main contractor is HPC Builders.<\/p>\n<\/p>\n
MOM has since instructed HPC Builders to halt all formwork activities pending investigation. The ministry issued a pointed reminder: formwork structures must be erected and repositioned strictly in accordance with approved designs, and only equipment specified for the formwork system may be used.<\/p>\n<\/p>\n
Jurong Port, which operates the hub, said investigations remain ongoing. In a statement, the port operator said it was “deeply saddened” and pledged to work with contractors to support the deceased worker’s family. It confirmed it is cooperating with authorities.<\/p>\n<\/p>\n

MOM’s decision to stop formwork activities site-wide, rather than confining the work stoppage to the immediate zone, suggests regulators view the operational conditions as a systemic rather than localised concern.
