Leader of the House Indranee Rajah was precise in her ministerial statement on July 7. Under Section 22 of the Parliament (Privileges, Immunities and Powers) Act, the 15th Parliament may only impose penalties for offences committed either in its current session or during the second session of the 14th Parliament. The conduct in question \u2014 Lim and Faisal’s testimony before the COP in December 2021 \u2014 occurred during the first<\/em> session of the 14th Parliament. That session closed in March 2023. The 14th Parliament was dissolved in April 2025, an election was held, and by the time the High Court upheld Pritam Singh’s conviction for lying to the same committee in December 2025, the jurisdictional window had closed. The 15th Parliament inherited the findings but not the power to act on them.<\/p>\n<\/p>\n What makes this outcome analytically interesting rather than merely procedural is the sequence of decisions that produced it. The COP’s 2022 report did not treat Lim and Faisal as equivalent to Singh. It found them untruthful “to a lesser extent,” characterised their roles as “relatively subsidiary,” and recommended that any action against them be deferred until the criminal proceedings against Singh had concluded \u2014 a recommendation parliament accepted. The stated rationale was fairness: if the courts produced evidence inconsistent with the COP’s findings, parliament could weigh that before acting. That is a defensible position. But the practical effect of that deference, combined with the pace of the legal process, was that the time bar expired before parliament ever had to make a substantive decision. The institutional generosity extended to Lim and Faisal in 2022 became, by 2025, an institutional inability to hold them accountable under the same framework applied to their party leader.<\/p>\n<\/p>\n Indranee acknowledged that the House retains a residual option \u2014 a motion expressing regret at the conduct \u2014 but noted that the January 2025 motion on Singh had already signalled parliament’s clear disapproval of lying to its committees. She did not propose such a motion for Lim and Faisal, and no member rose to demand one. Lim herself stood briefly to note that her position was already on the record from the January debate. The matter closed without objection, without drama, and without any formal parliamentary censure of two politicians whom the COP found had lied under oath. That is not a scandal in the legal sense. It is, however, a gap in the institutional record that the PPIPA’s architecture of finality created and that no one in the chamber moved to fill.<\/p>\n<\/p>\n The broader implication concerns how Singapore’s parliamentary accountability mechanisms handle cases that sprawl across parliamentary sessions and intersect with active criminal proceedings. The COP process, the PPIPA’s time bar provisions, and the deference shown to ongoing court processes each serve legitimate purposes in isolation. Together, in this instance, they produced a structural dead zone \u2014 a space in which findings of dishonourable conduct exist on the record, a court conviction confirms the broader narrative, and yet the parliamentary response is legally constrained to silence. Lim remains a sitting MP for Aljunied GRC. Faisal, though he lost his seat in the 2025 general election, serves as vice-chair of the WP’s central executive committee. Singh survived a secret leadership ballot in June with a reported supermajority.
