Ten sites were selected for field visits; six advanced after further review. Two of the shortlisted sites<\/strong> meet land and water criteria but face complications with mandatory exclusion zone buffers \u2014 the large uninhabited perimeters required around nuclear facilities.<\/p>\n<\/p>\n Proposals to reduce exclusion zone requirements are reportedly under consideration. Critics and regulators will likely scrutinise any such relaxation closely, given the safety implications and the density of surrounding populations at many legacy industrial sites.<\/p>\n<\/p>\n The government is also evaluating Small Modular Reactors (SMRs)<\/strong> as a viable option for repurposed sites. SMRs are factory-built, faster to deploy, and require smaller physical footprints than conventional large-scale reactors \u2014 attributes that could ease some of the exclusion zone and land constraints.<\/p>\n<\/p>\n Their scalability also makes them attractive for sites where full-scale reactor deployment may be logistically or politically difficult.<\/p>\n<\/p>\n The policy shift is underpinned by significant legislative reform. The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act, 2025<\/strong> allows private players to participate in nuclear operations and fuel management for the first time.<\/p>\n<\/p>\n India has also amended the Atomic Energy Act 1962<\/strong> and the Civil Liability for Nuclear Damage Act 2010<\/strong>, formally ending the state’s monopoly over nuclear power generation. The reforms open uranium mining, reactor construction, equipment manufacturing, and fuel cycle operations to private and foreign participation, subject to licensing and regulatory oversight.<\/p>\n<\/p>\n The initiative is framed within India’s Panchamrit commitments<\/strong> made at COP26, which include achieving net-zero emissions by 2070. Nuclear energy, classified as a low-carbon baseload source, is central to India’s strategy for replacing coal while maintaining grid stability.<\/p>\n<\/p>\n Oversight of nuclear development remains with the Department of Atomic Energy (DAE)<\/strong> and the Nuclear Power Corporation of India Limited (NPCIL)<\/strong>.
