Beyond Forests or Flats: Why Singapore’s Land Development Debate Demands a More Sophisticated Frame

The central thesis of Singapore’s recurring land-use debate is almost always misframed. When the Housing and Development Board announced in July its plan to clear nearly two-thirds of Maju Forest for a new residential development in Sunset Way, the public response followed a now-familiar script — environmentalists mourned the loss of secondary forest, housing pragmatists countered that flats do not build themselves, and the argument calcified into an apparent binary. But the real question is not whether Singapore should build on green spaces at all; it is whether the institutional and planning frameworks governing these decisions are sophisticated enough to navigate the genuine complexity that lies beneath the surface of that binary. They largely are — though that story rarely gets told.
Singapore is, in fact, already pursuing brownfield redevelopment with considerable institutional consistency, and the evidence for this is concrete rather than rhetorical. The Gillman Barracks site, announced for housing redevelopment at precisely the same moment as the Sunset Way plan, involves 86 existing structures of which 25 will be retained for heritage value — a deliberate act of conservation embedded within a development mandate. The Old Police Academy is being transformed into the Mount Pleasant public housing estate, delivering approximately 6,000 new flats while conserving six historic buildings and integrating them into the urban fabric. Former school sites across the island have been progressively rezoned for residential use, and two golf courses — long cited by critics as the obvious low-hanging fruit of land rationalisation — have been earmarked for housing once their leases expire in 2030. The Selective En Bloc Redevelopment Scheme has, over decades, systematically converted ageing low-density public housing into higher-density estates. The brownfield-first principle, in other words, is not an aspiration; it is already operational policy.
What the public discourse tends to underweight is the genuine friction embedded in brownfield redevelopment — friction that is financial, temporal, social and environmental simultaneously. Displacing existing residents and businesses is not a bureaucratic inconvenience; it severs years of social and emotional connection to place, a cost that is real even when it resists quantification. The demolition of existing structures generates construction waste, requires processing and transportation, and releases what urban planners term end-of-life embodied carbon — meaning that brownfield redevelopment carries its own ecological cost, one that complicates any simple moral hierarchy placing it above greenfield development. The case of Golden Mile Complex illustrates a further constraint: public consultation led the Urban Redevelopment Authority to gazette the building for conservation in 2021, reversing an earlier trajectory toward collective sale and demolition. Democratic legitimacy, institutional responsiveness and heritage value can each individually slow or redirect brownfield redevelopment in ways that are entirely appropriate but that nonetheless constrain supply. The suggestion that Singapore could simply pivot to a brownfield-only strategy without confronting these frictions is, at best, incomplete.
The more productive frame, then, is not whether green spaces will ever be touched, but how development that encroaches on ecological land can be designed to preserve nature as a structural feature of the neighbourhood rather than an afterthought. The Bidadari estate offers the most locally legible precedent: knolls, hills and heritage trees were conserved and integrated into the housing estate and its park, and the result was recognised with a gold award in the Master Plan category of the 2024 FIABCI World Prix d’Excellence Awards, alongside a ULI Asia Pacific Award for Excellence. The Sembawang housing site will set aside 6 hectares of existing forest, grassland and scrubland to preserve a freshwater swamp forest. For Maju Forest itself, HDB has indicated that plans remain provisional as it seeks to balance housing demand against ecological concerns — a formulation that, whatever its ultimate outcome, at least acknowledges the tension rather than dissolving it by fiat. International comparators reinforce the point: Stockholm’s Hammarby Sjöstad retained pre-existing woodlands and an oak forest, connecting them to the wider development through pedestrian and cycling infrastructure rather than isolating them as decorative remnants; Finland’s Tapiola garden city integrated a suburban forest into a 238-hectare housing district, including recreational facilities within the forest itself.
What these examples collectively demonstrate is that the measure of success in land development is not the preservation of every existing green space in perpetuity, nor the unconstrained conversion of nature to concrete, but rather whether nature remains structurally integral to the built environment as it evolves. Singapore’s “City in Nature” aspiration is only coherent if it is understood as a dynamic process — one that involves creating new green and blue spaces even as some existing ones are preserved and others, inevitably, yield to housing. The binary of forests versus flats is not just rhetorically unhelpful; it actively obscures the institutional sophistication already present in Singapore’s planning apparatus, and it forecloses the harder, more consequential conversation about the quality of integration between urban development and ecological systems. That conversation is the one worth having.
